There are newspapers ready-made-printables in some dollhouses sites. Some are in right scale so, direct print and glue. If not resize, print and glue. Search the net for "printables".
The second is search for newspapers, and other ephemera from the time. resize them and glue. You can easily find newspapers, magazines ("Strand" for example), advertisements, banknotes, cigar boxes, theatrical advertisements and programms, photos, book covers, cigarette boxes, chocolates, cans, signs, menus, tavern/pub signs, flags, even flowers etc of the late Victorian era. You will surprised. There is lots of interesting things you can find.
Save the images in your PC and then copy to some paper resize the images print and glue.
Two note: use the best paper you can afford and spray them with a fixative.
Avoid water based glues or do not dilute (heavily) the glue in water and alcohol, since the inks of the printer are not waterproof!
For newspapers, books, boxes etc it is advisable to glue the printed matter on some core to give some depth.
