I am trying to finish a list for my Waffen SS for my first game of Victory Decision and I can't find where the stats and points cost are for the nebelwerfer.

The German Technical Manual has them all!
15cm Nebelwerfer 41 and 21cm Nw 42, even rules for firing with up to 3 in one shooting action (Coordinated  Strike); very devastating!

There are no extra SS rules , simply use the Grenadier or Panzergrenadier lists.
