Valon Mine Detector?

I just got all of the Empress Modern brits, but the valon mine detector set is a little odd. Theres two, one seems to be "folded" up and the other deployed maybe? Is the long version just an extra or would I be able to glue it to the figures back? Is it an either or thing?

I had the same puzzle.

I decided to cut the long one down and now have two men with folded Valons attached to their backpacks.

The small one is the one that gos on the side of the backpack as it not extended and the other one is deployed :)
