I used Photoshop, which I use for work anyway.
If you know your way around Photoshop, here's exactly what I did: I found the typefaces on MyFonts.com- it allows you to search keywords like 'Victorian', and then you can enter a sample phrase and it'll show you that phrase in loads of typefaces. You can drag those images onto your desktop and into Photoshop. Obviously the sample images are very low res, but by blowing them up to 300dpi, blurring them a little, using Threshold and then using the glass filter, you can achieve an 'antique' look at the right resolution without paying out for expensive fonts. The border is a William Morris one- searching 'William Morris border' on Google images and specifying 'black and white' and 'large' returns lots of stuff.
