White undercoat.
Thin black wash
Thin white for uniforms. Almost a dry brush.
Ivory for straps etc
From owning a few such items pipeclay seems to give a much purer white in comparison to 'white', essentially undyed and thus rather off-white wool, which Austrian (and many other 18th century) uniforms were made of. Bleaching as well as wear and tear might alter the uniform colours, but leather was regularly re-whitened.
So I would paint it the other way around or at least use the same tones.
