You could look at 2 Hour Wargames Rules for WW2 "Nuts" these are based on their free set Chain Reaction 3 so you could download CR3 1st and see if they are going to give you what you want.
I don't have Nuts but do have CR3 and a couple of their other sets for Western and Zombie gaming.
They are designed to be played solo and because of the way the game is reaction driven you get exciting and unpredictable games. I don't think they would work so well for competitive games against an opponent without adjusting the reaction side of the rules. The reaction system takes a bit of time to get your head around it but works well in my opinion.
Nuts and CR3 are for a small squad - 10ish men, they each have a reputation value usually between 2 and 6 and all dice rolls relate to that value, eg shooting, morale etc. After a game, if they have fulfilled certain criteria then roll 1d6 and if it's greater than current Rep they advance 1level. Very simplistic but it works easily.
Using CR3 I am part way through their scenario book for Nuts - The Big Hurt and my BAR man Big Ken McKlusky has just been killed, he had worked his way up from Rep 3 to 6 and was deadly, we are going to miss him.
Their other rules give figures more attributes, and I have extended it so that my pulp and survivor figures have about 6 eg brains guts brawl shoot perception etc but this slows down the game.
With the single Rep value I blu tac a card disc to the bottom of the figures base and write the Rep on it so that I can read it without having to keep picking the figure up to see what it is or looking up on a chart.
