Of course.  :)

I can't actually see a reason why you couldn't.

Yep

That's exactly what I intend to game it with (using 40k proxies at the moment).

I haven't yet decided if I should keep the measurements the same and thus giving more realistic weapons ranges, or simply convert to centimeters.

I do- see my game report. Leave the weapon ranges the same too.

Have not played it yet, but I have 10mm and 15mm teams, as well as a 28mm team I purchased specifically for this, and it should work.

Sure you can use 20mm.

When I wrote it, i envisaged a set of rules which could work at any level the player pleases. As long as you can move the individual figures and tell which way the model is facing, the game should work the same. I did do most of the playtesting in 28mm but am now collecting 15mm forces with the plan of trying platoon to company actions (yes with Black Ops!).

We use 20mm and it's perfect - the weapon ranges are all relative too.
Ours are based on 1p coins.

They are awesome. They ae more detailed and crisper than many of my 28mm figs.

I'll second the Elhiem comment, and the 20mm comments :)

Yes, I agree, Elhiem is a good choice for moderns, and for Black Ops.

I have been using some Special Ops and regular Nato with my first games, and finally decided to upgrade my collection with some insurgents, some "captives" as objectives, and some terrorists with explosive vests (I am not sure yet how to use them with the rules) There are some talibans in the ToDo list just primed.

Here some pictures of these 20s:
