Steel washer (podkładka). Superglue the figure.

Level the surface with not-so-freshly, thick (say 1 hour?) 2-part-epoxy up to the level of figures base.
Wait 24 hours.

Level the surface again, if needed.

Paint very thin layer of freshly mixed (up to 5 minutes) milky 2-part-epoxy-glue on the surface.
Wait 2 hours. Put into the box and delicately cover with mix of sands (animal sand+building sand).
Wait 24 hours.

Paint and wash - in case of desert bases: Valleyo Iraqi Sand and Sepia (Umber?) Wash.

Hi AWu! :)

I am using two-part epoxy glue Dragon from Castorama: metal for joining metal figures with metal washer (I imagine, maybe wrongly that it should keep them better than universal), universal for others and leveling and making surface of  all figures.

Seam to be more pricey than my wood putty but wont be getting shrinkage (risk of which exist with generously applying of woodputty :(.  Do it has bad smell ?

No smell at all. No toxine. No warm. No shrinkage. 100% waterproof. Termoresistant. Superstrong.

The only advantage of Elmer glue (wikol/white glue) is the fact You may easily rebase the figures (water dissolves Elmer glue), while epoxy makes rebasing very difficult.
