Street level rules?

Suggestions for street level vigilante skirmish rules able to handle gun toting vigilantes, men with no fear and dark knight detectives?

I am thinking Pulp Alley, 7TV, maybe IHMN ( with some name changes...courage instead of pluck, etc.)

All these rule sets are great for this kind of action.
If you want to go more "hero" oriented (Dark Knight against hordes of low level thugs etc.), try "Fistful of Kung Fu".

Pulp Alley looks good
The "league" rules are perfect for "no man's land" gangs, including the Bat-Family..
