It appears the former Parliamentary commander-in-chief was preparing an updated ‘Englished’ version of Vegetius, from the French translation of von Wallhausen’s work.

That’s really interesting! I think Maurice also did something similar several decades earlier (I can only recall references as I type this so not sure? Too early in the morning and 80 years war is, to my shame, not something I know enough about). .

Could you  do me a favour and steer me in the direction of where you found this out? Thomas Fairfax is a really interesting character and I’d love to read more re this.

I very much doubt it. It is tucked away, unattributed, in the Harley Collection.  However, they have it on microfilm, so would presumably provide a hard copy, for a price.  That's how I got my copy.
