A whistle and from the strange angle I would say that is his left foot

Yep, just checked the Yahoo Group. It's his left foot raised and you can't see the truncheon in his hand from the original angle either..

Good eye there, Auton. What an absolutely horrid original picture. It looked like a bowling ball bag to me, too!
