Those are horses pulling a chariot….

Judging by the photos, even that’s open to debate, although I suspect it may have been the sculptors original, perhaps unrealised, intention. 

Empress and Eureka both do oxen. Eureka have a bullock cart in their Vietnam range that has the solid wheels people seem to associate with these, the rest you could readily scratch build.
