Stargrave grenade launcher modifiers ?

Hello,
In Stargrave, the grenade launcher is very useful because the carrier doesn't need line of sight.
But, are the modifiers on page 56 applied, particularly the "intervening terrain" rule ?
Or only the modifiers on page 58 ?

Just p.58.

But if it's a Frag grenade, then the modifiers on p.56 count against the +3 frag attack.
