Yes, Ffol and Bigger Battles work just fine for skirmish and unit skirmish. We've played loads of Star Wars games with the Ffol system. You can even add in spaceship combat with Starfighters.

And another vote for the above. Bigger Battles will suit you with unit size actions.

I'm sure someone made a set of rules for SW based on the GW LOTR game. That seems to be able to handle 50+ a side, and allowing for heroes.

That sounds pretty good actually.

For larger skirmishes of 50+ figures per side I think that Xenos Rampant should work nicely, simply because it's widely available, it's very comfortable to get into and it's extremely flexible.

So, galactic  heroes is a skirmish game so it's not really want I'm looking for. I really want a system that can handle 50+ minis each side.
With my club and my son I have had allot of fun with Grimdark Future and our fairly large collection of WOTC Star Wars Miniatures.

Rules are free and play fast. The online army builder is also free and the best I've used.  You can join a Patreon for a few bucks for advanced rules.

There are already some entries in the Official army lists that are applicable to Star Wars, but when you dig into the"Community" lists you'll find allot of Star Wars amy lists. The key is to take the time to read carefully because the army list titles don't use Star Wars trademarks.

You won't find the same depth of rules as Legion, but Grimdark has become my go-to rule set for fast playing Pulp Sci-Fi big battles of all kinds.  Being able to put a ton of figs and vehicles on the table and finish in couple hours is a great thing.

A pic from a recent battle where the Imperial forces enforced compliance on an Outer Rim Hutt mining station.
