Setting the East Ablaze, Third Edition, page 97

I recently bought the third edition, Setting the East Ablaze rules. I am
curious as to what the unit pictured on page 97 represents. I am somewhat baffled. If anyone can tell me, I would appreciate it.
A friend of mine has been running games at conventions. They seem to be well received and a lot of fun.
