Two sets that I have are: The Gatling's Jammed from Partizan Press (big battles)and Patrols in the Sudan by RFCM (Peter Pig)(small patrols). P-i-t-S is intended for 15mm figs, The Gatling's Jammed is probably for 28mm figs.  Good luck with your project.

Depends which period.

Some of it would suit more skirmish one on one action rather than regiments.

Strangely enough, Martian empires comes to mind. Never played it myself though.

there is "Science Vs. Pluck" which is specific to the Sudan ,but there are some mods out there for NWF and the Boer War.

I have recently had a good game with Black Powder. The figures on my blog are based singly but I'm pondering unit sized movement trays to speed things up.

Also the Sword and Flame big battle rules "800 Fighting Englishmen".

I'd also recommend Principles Of War.

Each regular unit consists of three bases, each with three figures (infantry) or two (cavalry). One gun model equals one battery. Native units are 6-12 figures on one base, to represent tactical inflexibility. Minimal book-keeping, no figure removal. A "corps" sized game with 20 or so units a side on a 6x4 feet table lasts about 3 hours. Quick play, easy to learn and gives believable results. There's also a very good YahooGroup here:

Strangely, their's a Seminole War supllement for the Peter Pig rules (I just find it intriguing)

I've heard all good about POW

Black Powder is winning over some folks as well.
