Yes they are. They're "Empire Militia" or something these days. They started life as the plastic humans for the Mordheim boxed set. They're extremely useful figures, and will make an appearance at Historicon in three weeks as Conquistador foot soldiers.

I don't often recommend GW products, but these are pretty good, especially when you need a horde of scruffy minions.
