Kasper Gutman as a Threshold operative?

I just bit the bullet and bought the new sourcebook from Uncle Mike's.  I'm anxious to add some famous pulp characters into the game.  Kasper Gutman is the stout villain in the Maltese Falcoln.  Would the government waste their time on Mr. Gutman?  What might his stats be?  Thanks a lot.

Shocking tales issue 1 has the Rogue Threshold Character in it with the skill Master Villain, that could be used.
