It doesn't appear that they produce miniatures, just rules... Is that correct or sm I missing something?

No you're not missing out on anything. 

Are you looking specifically for GASLIGHT or just a VSF rules set?

Well... to be truthfull what I'm really looking for, without much success, is a Victorian era Sideshow miniatures set, with carts/wagons/gypsee wagons.  Victorian era people to go with it.  All for 28mm.  I've found a few things but....

I'm preparing to kick off Empire of The Dead and am excited to hear from the mfg that they are willing to consider making the formula for the stats available.  So now I'm going to create a game table for a sideshow... maybe freaks? Abd have civilians walking around.  It'll be perfect for thr Westwind Bobbies set thats coming out.

So that's what I'm really searching for... Sideshow/Freakshow figs.

There was a thread from some  guy who had built a whole table full of carnival attractions, it was meant as a post-apolalyptic piece but would fit in other periods as well I think. Try searching for it in the PA board :)

If you look at Westwinds website and look under Gothic Horror/Vampire Wars they have a huge range of figures that covers everything you have requested. They already have Victorian Policemen in the range as well as gypsies, a circus set with sideshow freaks, civilians etc.
The new figures you have mentioned are by the same designer and are in scale with the existing stuff.

Its all here including a gypsy wagon.

It goes a long way and does get me a carriage but not a sideshow wagon, nor Civilians from the Victorian era.  It's a lot of it though.  I'm thinking a nice 4x4 board each area a different setting and make say 4 1x1' areas etc......

But yes, that helps a lot.  Still need many pieces and figs though.  Still looking for caravan/gypsee wagon/sideshow wagon....  I think I'm going to have to scratch build a lot of it but I may be able to get some.  Maybe lead it up to "The House on the Hill" setting, I'll leave that to TwoGunBob to build  ;D  lol

This will be perfect! And Twogun is great at terrain I'm SURE he'll want to help me (especially since I've got clay terrain building in my future  :P).

The gypsy wagon you ask for is on the last page in the last link I listed above. ::)

There are civilian figures in one of the other Westwind links As Fastolfrus says.

Westwind also produce a circus wagon, which I think is now available via Old Glory bizarrely in their Cowboy Wars range.

As my good friend Fastolfrus also says Westwind does the Kinder Wagon which will suit your needs.

It's all there if you look closely ;)
