28mm HVTs?

Hey everyone,

Hoping for some help here - I recently saw some HVT figures restrained with sacks over their heads, though I can't remember where. I'm familiar with the TAG figures, and am wondering if perhaps these were 20mm Elhiem releases...

Any help would be appreciated!

On the Elhiem blog, there were some wip's of 20mm figures with covered heads.
