modern riot gear zombies

Anyone have any ideas on what to use for 28mm modern time period riot gear / body armor wearing zombies?

Just paint them up in SWAT or however you need.

Might be worth taking a look at the excellent Offensive Miniatures range of riot police. With head swaps and some judicious use of Green Stuff you might get some useful results.
