You can certainly use your coventional WWII troops. Rules are always subjective but here is a list of the ones I use regulary

.45 Adventure with the amazing war stories supplement, you can have great games with as little as 3 figures per side you can also try the rules with a free demo download.

AEWWII a squad level game again there are quick start rules for download for you to try.

Secrets of the Third Reich a platoon + game

The more weird troops can be got from

Artizan Thrilling Tales range
Bolt Action Miniatures
Darkson Designs
Rattrap Productions
Westwind - Secrets of the Third Reich
What the? miniatures.

Another set I forgot to mention

Astounding Tales, I find these play better with an umpire as they are pretty free flowing. Also these, have not tried them myself

For roleplaying, I play Savage Worlds, however their d20 Weird War II stuff hasn't been 'Savaged' as of yet (early next year).
Savage Worlds works very well for combination roleplaying with miniatures combat, but if you were only doing minis, you'd probably be better off with straight miniatures rules.

Personally I play Two Hours Wargame's rulesets. You can give a try to Chainreaction2.0 (http://www.angelfire.com/az3/twohourwargames/cr2.htm) which is free. If you like the mechanics, you can go for NUTS! (WW2) and on the yahoo group you'll find all the weirdness you need (power-armors, ghouls, vampires, werewolves and so on).
