Strangely enough, as a long term project I am working on a small VSF Russian force, based on 'historical' Russians I am collecting for the Boxer Rising.

SInce you already have BoB White Russians these would be an excellent starting point. Just take a balanced force (infantry, cavalry and maybe a field gun) and add a few bits of VSF technology.

Can discuss this more when we meet up for that long delayed pint.

Incidentally I looked at the Parroom Station after the excellent lnks but couldn't find the russian hardwear mentioned, it might be me though.

At present I think that I will go for what I have got plus some vehicles,

What I thought was that I might have a crack at Dave's Prussians, a sort of while their attention is elsewhere we will steal in and take some territory  once I've done some vehicles 

Have seen that redoubt do some good russians , and the foundry crimea looks good if you use the flat caps, and some dragoons for stylised cavalry.

Lots of options for you, most have been previosuly mentioned, but here are my thougths.

Wargames Foundry Crimea would be an excellent place to start, loads of options, standard infantry, cavalry artillery etc.
Old Glory Boxer Rebellion Russians, nice uniforms, some infantry some cossack cavalry and a some artillery. Some fo them are not bad, as long as you can get rid of the Hey Stve poses...
Redoubt have Russians I think in their Boxer range and some infantry and cossack cavalry in their Victoriana range.
And of course you BOB Copplestones and those lovely WW1 Russians from Musketeer.

Personally I don't like using WW1 stuf for VSF, I prefer to use stuff from the period, but thats my preference and as you already have a sizeable force of BOB stuff its a great way to start. So all you need to do is concentrate on some steam technology and a few personalities(Which you have just got with the Westwind ones)

If you meet up again with Darth Bullshott you will be in safe hands, but watch out for the Jedi mind trick when it comes to paying for the drinks...

Some more suggestion:

Tiger miniatures Bulgarians have a similar uniform to Russian one. They can be used as Russians, just to enrich variations in poses etc.
Tiger has some guns , too!

If you do go over to the Dark Side, I suggest initially augmenting your White Russians with something simple like a couple of steam tanks/armoured cars - either from Ironclad or perhaps design your own Putilov steam half tracks based on some of the stuff on the Ramshackle website Take a suitable half track hull and add a turret and smokestack).

I think the 'Parroom Station Czar Tank was actually produced by London War Room. Unfortunately there appear to be major changes going on at LWR and their website has been down for quite a while now. As part of these changes, the Parroom Station range listed on the wbsite of the same name will be distributed by Brigade Games, but it will be a while before they are up an running with it due to the time it will take to cast new stock.

Talking about the Paroom Station range they do a nice Russian automaton soldier (Malamute uses these with his Prussians). This makes a perfect Faberge automaton.

Yes my masters... and to think I resisted for so long 

At the mo I will get a few vehicles on the qt and use my current stuff then supplement with Foundry, redoubt, old glory  etc.... as time goes by
