NPC or random non players

How do you all handle random or npc characters in your games. I realize this is a rpg type game and am having a difficult time conceptualizing random personalities on table. Just asking for some guidance here. Thanks in advance.

They will usually have some sort of script or purpose, so they can run on autopilot or the umpire intervenes to control them.

I recently ran a WW2 game which featured a deserter, based on a real account. I just ran him as part of the game.
