Maurice Force Activation.

I take it the C&C has to have a clear line of sight to any force before he can be activated it.

No. I don't think so.
Of course there must be a path free of enemy units.

Yeah the line of command just has to avoid enemies and impassable terrain if I remember correctly.

You just have to be able to trace a route free of enemy - the length of that route is the span of the command card(s) you need to play. Simulating command effort to send an ADC.
