I have seen Tribal police archers with a mix of european and tribal clothes. As I have never seen such figures in 28mm I wanted to use foundrys tribal musketeers in european and tribal clothes. What do you think?

Those figures could work - possibly with updated weaponry? Maybe also mix-in the partly uniformed Askari?
The Pulp Figures Provisional Fighters might also work with a little bit of work?

I had also used the Tiger Herero/Hottentots for a fictionalised african rebel force inspired by the Mau Mau and the Simbas in the Congo:

I have seen images of rebels dresses in anything from trenchcoats, to jackets/blasers to tribal outfit so I think more or less any miniature in 19th-20th century civilian clothes with a afro headswop should do the work. Generally Boer miniatures with a headswap should be a good fit.

You could have a look for Tribal police with a bit of work on the weapons in Foundry's Darkest Africa Askaris and Brigade Games Kings African Rifles. Hope this helps
