Not bad idea,an interesting approach, needs some rework.
But I do not like the idea of the return of the Kaiser in power.
Another point: According to the treaties signed, Germany could not keep going producing arms and weapons (even the production of steel and coal was limited).
Germany faced a great problem high rate of inflation (it has reached at some point the figure of nearly 1000% per day), extremely high unemployment, plus the rivalry of the politic fractions.
Germany doing her first steps in modern democracy, trying to recover from her wounds, was weak to give any support.   >:(

I started this story trying to help Ignatieff to find place for Germans in his campaigns.
I like your approaches, but:
1.- Let's germany follow its path in history, and let our fellow LAFers to have Nazis for their games in Pulp, WWII and weird wars. If we change history what they will have to fight?
2.- Left and leftists regimes of the time used to stay at their status quo and not interesting to expand by force. So, I think that a more conventional "imperialistic" power could think to invade foreign countries to ensure oil flow etc

But the question is still running:
how we will play Pulp, Interwar, WW2 and Weird WW2 without those Nazis!

All the rest is open for any discussion with Ignatieff's permission
