Askari Miniatures do a few North African Berber types. Nothing in their range immediately jumps out at me for Raisuli (well, not the Connery one, but their
Abd El Krim figure would do for the real Raisuli), but it might be worth a look.

RAFM make a nice Victorian Adventuring lady in their Space 1889 Victorian Adventurer's set. But you would have to buy all of them to get her. She is also armed, which may or may not be a problem if she is going to play the role of a hostage. Otherwise she is an almost perfect fit.
