I honestly don't remember all the figures I used for the Sacramento Blues.   I know there are some ganster types from Brigade games and some of the Perry miniatures that were for the Mafikeng or Ladysmith Africa range.  Some of the figures were actually African militia in European dress.  They are painted up as mostly Caucasian men. 
I also had a squad of them painted as Black men.  They were my Fred Roberts Rifles.  Fred Roberts was the only Black man in the California Legislature from 1902 until 1932.  He was a Republican, and replaced in the same district by a Democrat in the election that put in FDR.  He considered himself the representative for the Black community in California. 
The Blues are a generic local militia.

Somewhere, running with a group of Maoists, there should be a heavy-set blonde guy, in a chinese style infantry uniform, acting overly friendly yet spouting chi-com slogans.    He'll introduce himself "Hi!   I'm Tom Tuttle of Tacoma Washington!"
