Anyone know of such a thing? I've not been able to find top down counters for WW II.

You mean components like houses, trees, etc? What do you mean by counters specifically?

Unit counters with a top down view. Like in heroes of Normandie. I need them for 15mm.

Not sure how top-down counters even map to '15mm' but you can adjust printing size as desired.
