In the PC game it is an alternative WW2 where IIRC Hitler is assasinated and it is West V East. As a result there are weapons trees one of which is the Tesla system for the Reds

Yup, what he said. Einstein goes back in time and kills Hitler, thus allowing the USSR to become stronger. War between East/West breaks out, with the west winning (Red Alert 1). Red Alert 2 is the second Soviet shot at world domination. It includes nukes, mind controlled giant squid and airships (for the Soviets), and laser tanks, lightening storm creators and jetpack infantry (for the Allies). A cracking game.
