It's brown hamster bedding glued in placed and teased out to give the structure.

Then:

• airbrush with 50/50 mix of water and PVA to give it a good coating of glue
• sprinkle on Javis mid green fine turf (JFT2) and light green fine turf (JFT1) to desired mix
• spray with isopropyl alcohol to wet the turf and improve adhesion
• allow to dry
• fix with 50/50 mix of water and PVA

That's it.
