Identify this early Citadel Space Marine hero?

Can anybody id this mini?  I've looked at the Citadel catalogues on Stuff of legends but can't see him.

I'd be very grateful if anyone knows

I dug him out of the back of the "I'd forgotten I had that cupboard" and have him on sale on eBay.

Now he has his proper name and details.
