We are delighted to announce the release of two news codes for our Boshin War range. They are the Hoheigumi (heavy infantry) Sculped by Stavros Zouliatis over Paul Hicks dollies, superb work!

These men were the main force of the Shogunate army. Almost two of this regiment fought during the Battle of Toba-Fushimi as can be seen in a print of the battle.

Conrad Totman's The Collapse of the Tokugawa Bakufu has a section on Toba-Fushimi where he gives a few tables of numbers, though frustratingly he doesn't give a clear picture of the full size of the two armies on the day of the battle itself. Still, they are useful.

Osaka/Tokugawa/Shogunate

For the overall campaign, there were as follows:

Regular forces
6000 hohei (regular infantry under Tokugawa command), organised into 12 battalions
900 sappei (a.k.a. the Denshutai), consisting of two infantry battalions of 400 each, plus small cavalry and artillery contingents
Unclear additional numbers of cavalry and artillery, though presumably relatively few cavalry

Auxiliary forces
1000 'men with miscellaneous firearms', in two battalions
750 'men with mixed weapons', including the Shinsengumi
1000 'miscellaneous men' (yugekitai) assembled at Fushimi

Allied domains
1100 total from Obama, Kameyama, and Himeji
1600 from Aizu
400 from Kuwana
1000 from Tsu (not mentioned in the main list, as Tsu and its forces defected to the imperial cause on the last day of the battle on 31 January)
Uncertain numbers of other allies such as Matsuyama, Hamada, and Takayama (at least a few hundred from what I can tell)

However, large portions of the Tokugawa-led army were detached as garrison units and to keep an eye on domains whose loyalties were undeclared, so the army that actually fought the battle was only a fraction of the overall expeditionary force. On Day 1 (27 January or 3rd day of the 1st month in the lunar calendar), the Tokugawa armies were arranged thusly according to Totman:

Northern column (to Toba): 2000-2500 total
1000 hohei in 2 full battalions
400 mimawari (police troops)
Unclear numbers from Kuwana, but consisting of eight 'companies' and four guns, possibly the full ~400 of the Kuwana force
Unclear numbers from Matsuyama and Takayama, presumably totalling 600-1100 when combined with the Kuwana forces
Unclear further numbers of cavalry and artillery

Southern column (to Fushimi): ~3000 total
Presumably 1000 hohei, given 1 full battalion and 2 half-battalions
150 Shinsengumi
900 Aizu forces, split into one force of about 500 and another of about 400, plus four guns
Unclear numbers of troops from Hamada, other unnamed allied domains, and forces assembled by the Fushimi magistrate, plus additional cavalry, engineers, and artillery, but presumably totalling around 1000 men

Totman doesn't give figures for the reserves at Yodo, but doing some rough estimation and maths based on his figures for later stages of the battle I believe the following is close to being accurate:

Reserves (Yodo): at least 3000 total
900 sappei
possibly 500 hohei (by inference)
At least 250 men from Miyazu
250-500 men from Obama
Uncertain numbers from other domains such as Ogaki
1000 from Tsu (as noted, would later defect; stationed at Yamazaki on 31 January but position on 27 Jan is unclear from Totman)

Kyoto/Sat-Cho/Imperial

Toba garrison: 900 total
900 men from Satsuma

Fushimi garrison: 1425 total
725 men from Choshu
500 men from Satsuma
200 men from Tosa

Reserves at Kyoto: Unclear but at least 500
300 men from Tottori
'several hundred' men from Satsuma
140 men from Hiroshima (probably; possibly at Fushimi already?)
'three companies' of men from Tokuyama and Iwakuni, total unclear

The Imperial numbers in Totman are a bit hard to keep track of; Satsuma supposedly had 1400 men initially deployed and 'several hundred' in reserves, from which we ought to infer a minimum total deployment of some 1600, but they were apparently down to 1350 men by 30 January, yet reported only 185 casualties over the course of the battle. Possibly Totman's 1350 figure for 30 January reflects units that participated in the fighting around Yodo, excluding any left as rearguards and garrisons.
