Osprey's Poseidon's Wars is pretty fast play and easy to wrap your head around.  Pretty straight forward and streamlined, but some people do not like the activation method.

I'll second Poseidon's Warriors as a fast play and fun system.
There are 100 types of people in the world. Those who understand binary and those who can work from incomplete data.

Have a look at David Manley's ancient naval raules at https://www.wargamevault.com/browse/pub/6867/Long-Face-Games

The rules use DBA-ish mechanisms and cover several different levels...

In "Ad Mare Bellum" a base is a single ship.

"He Hemetera Thalassa, Mare Nostrum" scales things up so a base is a squadromn of ships.

And "A Wall of Wood Alone" provides tips for campaign rules.

Also available are free files for print-your-own galleys and ships.

Corvus is good, and also free. Similar level of complexity to Poseidon’s Warriors
