I think that a good substitude for polizei units would be the west winds eastern europe politzi pack GH00034

I have been grappling with the terrain question for a year now and solved it with Battleworks Berlin ruins combined with Skrapwelders Victorian buildings filled out with a few from Hovels. Now its only the painting left...

Don't forget Pardulon's new (and apparently growing) range of street facades.  Looks promising so far... 
 
Once the Black Army E/V4 Ehrhardt goes into production, the German Revolution will be my next project!  Given the evident interest in this period I still can't believe that somebody somewhere hasn't thought to start on a dedicated miniature range.  I appreciate that suitable models can be sourced from here and there (that is, or course, what I shall be doing), but specific minis would certainly be nice!
After all the attire could be most interesting, as these fellows from Freikorps Werdenfels amply demonstrate:
