Early Italian City States

I'm thinking of building an Early Italian City States army for Warhammer Ancient Battles. Looking at the list it has 2 contrdictory rules.

 
EARLY ITALIANS (1050AD-1320AD)
When building an early army, you may not take any unit labelled as F, M, P, N or V.  Characters: Up to 25%
Cavalry: At least 25% 
Infantry: At least 50%
Artillery: none
Allies: none

 
ALLIES
Early armies may have Italo-Norman allies. 

The question is... would the Early City States armies use Italo Norman Allies ?

Yes, the Lombards often employed the Normans and vice versa.
