Great set of ‘colonial’ rules - our club adaptations for the Plains Wars are posted to the files section of the MWWBK FB group.

Add an option.  Just played a western variation of the Congo rules.  Worked okay.  The rules have some oddities compared to other sets I am familiar with but playable.  And the figure count was right in the range of the OP request.

  I'm a massive fan of FFOL and especially Bigger Battles. I am also a long time player and student of the Plain's Indian Wars. My favorite rule set up to now has been Yellow Ribbon. Are there any tweaks which make the Indians act as Indians did? It's one of my favorite parts of Yellow Ribbon in how it handles Indians. Pony Wars does it too just in a different way.
