AFAIK The British police uniform was pretty much unchanged from the late 19th Century until the late 1940's. Only the shape of moustaches would alter.  ;)

I think it's the hats that are the major problem. That peaked cap really doesn't say 1911 to me. More like 1935. Not sure when the police began wearing peaked caps, I'd suspect it wasn't until after the widespread adoption of pandacars. In 1911 I'd expect something closer to a pickelhaube or classic British Bobby's helmet with a boss on the top.

The cap replaced the 'pillbox' style cap about the same time as the army changed theirs... so 1911 is a maybe, 1914 a definately. It was worn primarily by 'officers' (Inspectors upward), 'auxiliaries' and police officers permanently engaged in vehicle duties. Unless it's changed recently, foot patrol constables and sergeants had to wear the helmet (being allowed to take it off while being transported in a vehicle). The helmet had formed into the 'classic' style well before the turn of the century.
