Ral Partha Europe also make 15mm pegasi with wood elf riders. Those are available in packs of 6, or a single Pegasus with rider.

I don’t have either brand in my collection, so I can’t comment about the sizes of the figures.

I used Reaper Miniatures Unicorn and Pegasus foals. Probably not the cheaper option, but they're nice and fit in well enough with my 15mm Essex Miniatures.

Do you know if they come as 1 model or if the pegasus and rider are 2 different models

The Splintered Light pegasus has no rider. I believe that the Ral Partha Europe model has a separate rider. The pegasus does have a bridle and reins moulded on, though, so it would only be suitable as a mount for a rider.

I do want it as a mount for a rider but I found it difficult with  the splintered light pegasus to add the rider
