Using TW:2K for insipration, what suitable rulesset for 15-28mm small action?

That was one of our Balczakistan fights, and we used the Fistful of Lead core rules from Wiley Games, with the vehicle rules from their Galactic Heroes set (although you could just get the Galactic Heroes set, and you'd be well on your way...).  I heartily recommend you look at these rules!
