No Limits is a free rules system everybody says is pretty good.  Haven't hada chance to give them a try myself.

'No Limits' is an interesting rules set. Easily adapted to utilize whatever models you have lying around. :D

There is a huge list of free sci-fi games out there. Let's start with my favourite (I'm a little biased!) - Crimson Dust. This is a sci-fi skirmish game, which is still being worked on ( a new version should be out after the new year), it uses mulitple D6 rolls to get the results, for example when shooting at a target you might roll 6D6 and any that score 4 or higher score, the target has a 'defence' of 4, so you'd need more than 4 scoring dice to hit. The quality of the hit is determined by how many scoring dice you have. It's skirmish in that it uses 5-15 models/ side and allows for a great deal of customisation with a huge list of skills and equipment. Also there are rules for hacking (Ghost in the Shell style) and psychic powers. http://crimsondusk.webs.com/crimsondustrules.htm

Then  theres Infinity which is bound to their models (which it has to be said are very nice, but a little pricy). A nice system with lots of interesting bits. It uses a D20 and often has 'face to face rolls, where each player rolls a dice to determine the outcome. The models are nice but expensive. http://www.infinitythegame.com/

Then theres Chain Reaction, by Two Hour Wargames. Its a love it or hate it type thing, personally I'm not convinced. The rules are hard to read and understand. It uses a unique reaction system which allows a game to almost 'play itself', it's quite popular and very well supported. http://www.angelfire.com/az3/twohourwargames/free.html

Inquisitor also works very well for 28mm, by using the scale of 1 yard - 1 inch, it makes getting models and scenary much easier.

Thats how i inted to play INQ changing it to play many different eras aswell
