I think cheetor's description is apt.  Minis that "pop" stand out, and immediately draw the eye.  High contrast, bright colors, more extreme highlighting than is typical.  A very realistically painted miniature would tend to be more subdued and blend into the background, while a miniture that "pops" might be somewhat more cartoony and stand out from the background.

I enjoy both styles, but the "pop" style tends to be more dramatic and draw more attention (both good and ill).
