Reaper's Chronoscope range has a few aliens in it which would do as mutants.
Hasslefree do some too (but not many).

Indy Heroclix had Alpha and Wulf, which are useable at a push... Also those apey brothers I forget the name of...

Citadel did a set years ago when they did the Judge Dredd line. You might be able to find them on eBay
