There is a lovely Paul Hicks sculpt that was done for the Anglian SCW range of a priest in dog collar with a shotgun. Out of period but I think it would work a treat. I would post a pic but sent the one I had to another LAFer just last week.

Black Scorpion has a mounted preacher and one in a set in their Tombstone range.  A little bigger than 28mm but they fit okay I think.

Dixon also do a Priest in their ACW range, in uniform coat, choice of kepi or hat with a bible under his arm. The figure that Johno mentioned is a cracker though.
