Do you mean on a flag pole (i.e. as a "standard bearer", or in his hands? In the latter case, I think you could adapt surrendering figures to hold a flag (Black Tree Designs had one, if I'm not mistaken). For the first, I haven't seen any flag bearers outside of 1:32nd/1:35th scale (54mm) model figurines, and I think that the need for it would be rather sporadic, so figure manufacturers won't bother (as compared to Soviets, I've seen a number of those, apparently just goes with the mind image we got of the Red Army)...

Oh, and the mini is declared to be 1:48, so maybe a little taller than 28mm.
