I'm not sure if size/style is a consideration, but you could check out Reaper.  They have several sets of townsfolk.

They have 8 sets I think.  Here's the link to the first:

Most modern figures will tower over old Citadel. An exception is Hasslefree. Nice kit too.

I'm painting some at the moment made by Mirliton (medieval kitchen scene). There also rather smallish compared with other miniatures but as they are more used as innocent bystanders and not as the heroes that's quite alright with me.

Civilians are indeed rare. Wouldn't recommend Reaper, their miniatures are too big, too clumsy and their civilians don't look very medieval to be fair.

Take a look at Foundry Miniatures and their Late Medieval stuff, for earlier times they have a blister of anglo-saxon and viking civilians each.

You should also take a look at the pilgrims from the Perrys crusaders range.

Not the best quality but still okay for me are the old Metal Magic civilians and thieves now sold by Mega Miniatures.

For dwarfs the old citadel villager range should be useful.

Hasslefree has a very beautiful dwarf lady.

For haflings I'd go for Mega Miniatures again.

No ideas for elves.

If you like the classic citadel orcs, I'd recommend the old orc villagers.

No idea about non-humans but EBob have some human townfolk in their Fantasy range.

Lady greensleeves in the rebellion range also looks rather nice

I'd say Ebob are smaller than say Artizan.

Alternative armies have some good camp follower sets. They are quite nice and aren't too period specific.

A few of their fantasy Halflings could be useful...

There's also this orc, eating a pie. A little bit crudely sculpted, but could paint up nicely and it is cheap enough.

I just bought a pile of Mega Miniatures stuff, and I have to say, they are the best damn value I've ever gotten in all my years of mini collecting!

Great sculpts, some of which could pass for the masters like Kev White and his ilk's work, and the price... :o :-* $1.50 each!

Very pleased. Now this isn't an across-the-board  "I love everything MM", but I'm well pleased and will certainly be back for more.
