Testors Dullcote was my choice but it is not easy to get hold of and they changed the recipe. Spray only though, the bottled stuff is a different kettle of fish altogether.

Currently using Humbrol and am quite happy with it.

Hobby Colour matt clear (through the airbrush)* or Army Painter anti shine matt varnish spray can, both  excellent and both dead flat. ;)

Winsor & Newton's Galeria works fine for me. Just give the bottle a good shake beforehand.

Testor's Dullcote spray over top of Windsor & Newton Galleria Matt Varnish for a 'double-matt' finish.

HMG varnish ( the one sold by Figures in Comfort) does a really good job.

I use a satin-finish spray varnish for gaming protection then Testors dull coat once that has dried.  Spray varnish because I'm lazy.  Never tried a brush-on matte varnish.  But might be worth a try after checking out OT's link...
