Seems "Wicked Lasers" have been having some issues with their arctic product.

Not to mention you could build one yourself out of parts for have the price.
 

Gotta worry a bit about technology like Moose posted though. I mean there are bound to be all sorts of factors that can change how it effects the target.

now they are testing riot control weapons in Afghanistan concieved to fend of loosers of neoliberal and globalization policies .
And of course special eye protection glasses will be issued before the demonstration, no doubt....

Well, a friend of mine owns a laser that is powerful enough to cut through duct tape in several minutes, but it was expensive, caused damage to anyone looking at whatever surface the thing hit, tiny, and had a horrible battery life. Hardly useful for anything beyond getting in deep poo for writing one's name on any surface, or for cutting a piece of tape in half in 5+ minutes...

I always thought of a heat ray as something more tangible than a laser beam.. lasers just seem so weak by comparison to something thats so hot it causes house to explode into rubble, and people into flames. Being invisible just makes it all the more menacing

Generally lasers are invisible too, it is dust clouds and gases that allow people to even see laser beams, though they aren't always terribly visible. I think both would make excellent terror weapons. Horrendous burns lashing across people and no one is sure where the attack came from.

Certainly the hottest/best for burning lasers are invisible.

That's not to say visibles ones can't be rather hot especially up close.
