I need some street litter for a base... any ideas on stuff (that will look right)... have some newspapers, but not 100% happy...

paper isn't going to look right at scale... crepe paper maybe?

Cooking foil would probably work better . How about beer cans from plastic sprue ?
Vac-forming polystyrene kebab boxes is maybe going too far , but the odd patch of vomit is an essential urban street accessory nowadays

I was wondering the same thing for my current terrain project. I was thinking of some newspaper pictures printed out small randomly scattered about, and then coke cans in the gutter (maybe as said above from old sprue) and then the obligatory banana peel, but don't know how to do that yet. Any other ideas will be greatly appreciated.

Done both of these just this week. Baking foil wadded into a lump then one end screwed up to look like a bag. Did them in a variety of sizes, painted some gloss black, with a grey highlight as the bigger bin bags, smaller ones in scudgy white as shopping bags. Heaveier foil folded up like a newspaper then scrunched a little and black 'text' squiggles added ( wasn't too happy with end result). Plastic 'cans' cut as sugested from sprue from a plastic kit.

Quite a few minis manufacturers produce bottles but these are really simple to make with greenstuff or simple modeling clay.

Rizla paper is great for small scale use such as wargaming.

Simple toilet paper would also work, just soak it in thinned glue with a bit of paint to stain it. This will make it more flexible and the folds smaller, and when the glue dries it will make it more resilient. Normal paper folded is convincing enough for thicker paper litter like newspaper sections or magazines, again: soak and stain:

I saw this tip in an American Railroad Modelling Magazine;

Use the shredded paper found inside some padded envelopes. It looks like fine confetti and one envelope will be more than enough for your needs.
